neocities.org - free website host with custom html and css. also includes tutorials for html, css and more
codecademy.com - requires an account, but teaches several programming languages. has an optional paid subscription
w3schools.com - teaches a wide variety of programming languages for free, and you can start anywhere
web design in 4 minutes - good for learning the basics

mozilla’s html guide - also a great beginner’s guide
learnlayout - css fundamentals. assumes you already know a few things
